Do you have any Anti-Virus Program running on your PC? Perhaps that slow down the file access?!? The data is cached in memory after first loading - so there should no big time lack when connecting a server - but there is always some data that is saved like connection history, last opened connections and so on - and when save of properties takes 2-3 seconds something on your PC slow down the process of writing your settings file to the disk
