Yes that's the permission I'm talking about

In your first picture you have select the "Administrators" group in the list on the top - Administrators have all permissions and so they should be able to edit assigned personal credentials - I guess the second screenshot is from a user who is assigned to a security group (you have 2 other security groups in your list) - please check if the permissions are set for those Security groups too?!?

Yes you were right!
We are members of either "Beheerders" (Administrators in Dutch) or "Ontwikkelaars" (Developers in Dutch)
They both didn't have that box checked.
