As I understand to set the Display Language and Check for updates on startup settings for all users during software deployment, there are only few options. First create a script to copy the desired settings file to each user's machine, Second you can use Group Policy if you're using Active Directory, Use configuration management tools like PowerShell DSC or custom installers, or even explore other tools if available.
