Internal use cannot create his own credential objects

Hi,

What rights does a user need to create his own credential object to assign to connection objects?

Create objects - need permission on the folder to create new items (Private / Public)

Assign creds to object/folder - EDIT / Set assigned credentials / Edit assigned personal credentials (for private values)
